My current fix is only temporary and only works until system power cycle. Unplug and power off GoPro Hero 9 black. Exit GoPro Webcam app and task manager End Task GoPro Webcam APP. Do this several times, but first remove the Inbound Rule for GoPro Webcam APP. Still searching for a more permanent solution.
